  1. Preheat oven to (175°C) 350°F 
  2. And grease a 9×13-inch baking pan.
  3. In a large mixing bowl, whisk the sugar, flour, cocoa powder, baking powder, salt, and baking soda until well combined.
  4. Add the milk, vegetable oil, eggs, and vanilla extract to the dry ingredients and mix on medium speed for 2 minutes until the batter is smooth and properly mixed.
  5. Stir in boiling water until the batter is well combined and smooth.
  6. Pour the cake batter into the prepared baking pan and bake for 35-40 minutes; insert a toothpick in the center of the cake to see if it comes out clean.
  7. Let the chocolate cake cool completely in the pan.
  8. Serve the chocolate cake on its own or with your favorite frosting.
